Stop watch from vibrating for phone calls

I have a series 0 on the latest WatchOS. In settings, I have notifications/phone haptic set to off. Yet when I’m getting a phone call, my watch still vibrates. Is that normal? Is there anyway I can look to see who’s calling without it vibrating?
