Stopping Lion from opening previous windows?

Hi guys, I'm having an issue with Lion reopening my apps.


I uncheck the prompt at shut down, and I also changed these settings

However, when I'm booting it sometimes opens all my apps up. Other times, I only notice it with finder and safari (which brings up all my previous tabs). I went through safari settings and found nothing to stop this

What should I do? Its pretty annoying I just want a fresh window

Nevermind, my new settings stopped my apps from opening just took 2 restarts to take effect for some reason, only having the issue with safari windows!
