Is there an app that can scan the IP4 for anomalies? I know I should have more capacity on my IP4 and I don't won't to keep restoring my phone when ever I have to delete a large files and the storage doesn't return to it's original capacity.

You might try this. http://www.macroplant.com/iphoneexplorer/ It doesn't scan, but it will let you make changes.
