Is it a given that you can’t count on storing photos in the cloud when visiting China? Would a VPN make a difference?

Daughter will be studying In Shanghai for 4+ months and will want to take loads of pictures and probably bring a pretty large music library since she won’t have AppleMusic.
 
Yes. You can’t. No foreign services are allowed to access directly from China, which means no iCloud. VPN is always required to access those services, and you probably need to buy multiple VPN services because there is no guarantee which one will surely work, and you may need to switch VPN providers sometimes.
 
Local storage would probably be a better solution than piping it through iCloud anyways. Any laptop with a decent amount of storage should be able to handle both her music and photos. If it's a Macbook she can grab the photos with Image Capture, and I think in Windows the phone would just show up in Explorer like a camera.
