Store Payment Problem

I stay in india. I used a HDFC bank debit card and made a vcc and used fro my app purchase. Wen done, i removed my payment info. Now i says that I have 8.92$ due and asks me for a valid payment info. When i enter the old vcc details again, i calls it invalid. I cant dload free stuff or update my apps now. Please help!!!
