Strange buzzing from keyboard

I have bought an Apple ALuminium Keyboard today for my Windows PC, and I am having some issues with it.

When I plugged it in, it made my power block make a strange buzzing noise. It has stopped doing it now, but it starts again if I plug anything into the keyboards USB ports.

Additionally, is it only on mine that the USB ports are very stiff. I can plug things into it with little difficulty, but to remove takes a lot of effort and wiggling around.
