So I did some browsing and I couldn't find anyone with this same bug. I am not sure it is specifically a facetime issue, but when I tried to put facetime into a folder and didn't let go quickly, it just kind of hung out on top of the other folders. Now I am unable to used the facetime icon and it doesn;t go into "wiggle mode". I can drag the icon about a millimeter or two (outside of wiggle mode) at a time. Once it stops being able to be dragged, I can release, and drag it a little bit again. Here is a pic below.

Yes it happens, its a Springboard bug ... just restart the phone, it will come back to normal
