strange firefox window priority

Let's say I'm downloading a file in firefox, then I start using another program. Whenever I re-select firefox from the dock, the FIREFOX DOWNLOADS window will open instead of the main browser window. I always have to right-click the firefox icon then select the browser window.

Is there any way to set up firefox so that the browsing window will open by default?
