Strange Flickering on startup with MacBook Pro (13-inch, Mid 2012 - MacBookPro9,2)

I've been experiencing a strange flickering when starting up my MacBook Pro. I started noticing this issue about a year ago and the flickering has gotten steadily worse. I'm beginning to think it might be an issue with the motherboard. I posted a video below that shows the startup flickering issue:

Has anyone else experienced a similar issue? What did you do, if anything, to fix the flickering problem? Any feedback would be appreciated. Thanks for your help in advance!

Does it occur if you set it to maximum brightness?

Already tried SMC reset and NV/PRAM reset (making sure no firmware password so it actually works)? And are you on an SSD like the OP seems to be, based on the fast boot?
