Strange notification delay on lock screen on iphone 17 pro max (iOS 26.2)

There's a noticeable and consistent 6-11 second notification delay when a notification comes on my phone whenever i'm on the lock screen or when phone screen is off, however, when i'm on another place like home screen or an app, the notifications comes instantly as they should. I don't know what's causing it. I tried to do multiple hard resets, tried to reset the phone normally (normally turning it off then turning it on), tried to reset network settings, tried to reset all settings, tried to offload the app, tried to uninstall then install the app, and tried to disconnect my apple watch. I don't use any vpn and also don't have any configuration profile. This is happening while on wifi and cellular. This issue isn't happening to my old iPhone 14 pro max, or my friend's iPhone 17 (regular) and both are updated to iOS 26.2. And also don't know if the issue is just for one app, multiple apps, or all the apps. does anyone else have this issue? how can i fix this? thanks.
