I have just updated my M1 Pro MacBook Pro 16” to MacOS Ventura. After my Mac booted up, it opened Safari with this link:
https://setup.icloud.com/family/cacheMugshotMarquee?aaaction=createCache

The page is blank. Do anyone know what this is, or have experienced it?
Fearing its maybe some malware related, but don’t know.

I had that too but wasn't interested in setting it up so closed it.
Do you know what it specifically is for? I already have family members and sharing activated before the update, but I reckon its something in that manner?
 
I can't find much about it although a developer posted the same question a while back in developer.apple.com. I'm going to guess it has something to do with the family circle files in your user Library Caches folder. I took a look in the familycircled folder under the fsCachedData file and found several references to setup.icloud.com/family although none specifically for whatever the mugshot marquee is. Maybe it's the family's user pic group.
 
I experienced the same thing and judging from the URL it has to do with creating a cache of the family mugshots marquees. Indeed in the macOS iCloud Family settings there are no pictures of my family members anymore. :-( On my iPhone they are still there though.
 
If that cache isn't being created, then seems like a bug for it to show up as a Safari tab. I don't have family sharing enabled to test it, but maybe there will be an update to cover it. @Raux89, it might be worth submitting feedback about it at apple.com/feedback.
