I close my powerbook to sleep about 10 times a day, and I use a wireless internet router. About half the time, when I open my powerbook again, the wireless has turned off, while the other half of the time, the wireless is still functioning normally when I open it. Is this normal? Can I fix it so that the wireless is always on when leaving sleep mode?
 
Are you set to "By default join" your wireless network in your system preferences? If so, that may help.

Otherwise, not sure.
 
Go to System Preferences>Network and make sure you're set to join your network automatically. My PB always joins my network when I wake it.

Yeah, there are a lot of complaints about 10.3.5 and the new airport update. I have the same problem. My WiFi connection gets dropped constantly for no reason.
