Streaming Video Issues on El Capitan 10.11.2

Has anyone experienced streaming issues on El Capitan 10.11.2?

For YouTube I'm having issues where the audio will suddenly get distorted then it fast forwards through the whole video.

On other websites the video just randomly stops and requires a browser refresh.

Yes, El Capitan seems to have made high speed youtube useless in Safari.
Try Chrome, it still sounds correct at any speed.
