Stuck Home Button Caused by App?

This may sound silly but the home button on my IP4 is not responding. Is it possible an App, either jailbroken or not, coud be causing this?

It wouldn't be an App Store app. But a jailbreak tweak or app could be causing it.

Does it wake the phone? You need to narrow down if its a hardware or software problem.

Restoring as new will give you a good idea if it is a phone defect or an app defect.

I recommend restoring as new to find out. I would rely on an app being in the app store to mean it can't mess with your phone. Apples pulled malicious apps before that have been on the market and I'm sure they will do it again.
