I pressed "Reset All Settings" on my 5S running the latest dev beta, and it has just frozen on the Apple logo with a progress bar underneath that is only around 1-2mm across, and not moving.

I've tried using a program to put it into recovery mode, and then kick it out again and it just returns to the same state. I've also tried a hard reboot etc.

Any ideas? I don't really want to have to restore...

You are going to have to do a DFU restore. Hopefully you have a back up.
