Stuck on "Downloading Messages from iCloud"

Just setting up my new MacBook Pro and turned on iMessages in iCloud, but it is stuck on "Downloading Messages from iCloud". It's strange because it worked on my old MacBook Pro just fine. I've tried signing in and out and also turning iMessage off on my phone as well but nothing seems to work. Anyone else run into this bug?
