Stuck on "Slide to Upgrade"

I have set up my phone via iTunes restore and now my phone is stuck. I have restarted it a few times and both times it says, your phone was successfully updated now there are a few more steps, then it goes to a screen that says slide to update and it does not respond at all?

Yeah I did not get that far, that was the next step but it is stuck
