iPad stuck rebooting and can't restore (error 4013)

What's the best way to get past this? Go to Apple store and try to get it fixed? Is there software tool that can help?
Tried Apple Devices to update IOS, no luck.... Tried restore with Apple Devices, no luck....

No luck at the Genius bar. Wasn't able to update or restore using their magic tools.

Dang yah 4013 I’ve seen happen when using PCs at times but also worst case hardware failure like yours. I do have to point out a new iPad is $349 we know these “base” iPads get a solid 5 years of patches. Hard to argue with the value if you’re looking to replace it.
