stupid question -> upgrade eligibilty

hi,

i just called at&t to make sure that i am eligible for the $199 pricing. the woman i spoke to told me that current iphone users who are not done with their 2 year contract are not eligible for the $199 pricing. is this true?

That would mean the no current iPhone users are eligible for upgrades since the iPhone hasn't even been out for 2 years...

I believe it even says in one of the AT&T documents or videos that iPhone users are automatically eligible.
