There is a piece of software I need that currently works only under Windows. I have asked the developer if it will work under Windows on an Intel Mac and he said he doesn't know, as no one has done it. I don't know either, so I ask here.

Will any Windows program work just as it would on a Windows box on an Intel Mac?

It depends on the application. If that application is hardware specific, it may look for something not in the Mac. If it's generic, and just a Windows application, it should run fine under Windows on a Mac. Either under boot camp or virtualized with something like Fusion.

You'll really be running Windows, so the only problem is whether or not the application specifically has to look for something in the hardware/BIOS that a Mac doesn't have. That would be pretty rare.
