iPhone 13 Pro Max Stuttering while scrolling (13 pro max)

My phone stutters often when I am scrolling . Looks like it's going to 1hz for a second or something. Is my unit defected or is this a common issue?
It also happens on apple Apps not just 3rd party

Yes same here on my 13 pro max, its actually on most of the apps not only 3rd party but also apple apps like file app , app store , twitter etc
I already replaced one but issue is still their.
