I am in the Pacific NW part of the US and I am looking for a VOIP phone service for grandma. She is comfortable with using an old style cordless phone with big buttons, so a base station and phone would work good for her. All grandma needs is local calling within the US and 911 support. Can somebody suggest a inexpensive VOIP for grandma?
 
Typically you will not get 911 with VOIP - certainly not E911 (Enhanced 911), where you can dial 911 and they will know where you are.

Most phone companies have lifeline services for dirt cheap, have you looked into that?
