Suggested Apps not working

Not sure what to do to fix this, but here's where I'm at. iOS 8 on my iPhone 5, I was getting the Suggested Apps on my lock screen. I migrated to the iPhone 6 and that carried over. I had an issue with a few things, so I decided to do a restore from back up. Every since then, I don't get the Suggested Apps on my lock screen, despite all of the setting being turned on. Anyone have any suggestions on how to fix this? or is it just being stupid and not working?
