All Devices Suggested shortcuts not appearing, both devices broken

iPhone 6S and iPad 2017 9.7, 13.1 pb2. When I go to Settings > Siri & Search, none of my shortcuts are showing up and thus I can't record a phrase. I've disabled and re-enabled every toggle I can find, re-setup Siri, rebooted device, etc etc etc.

Anyone else having problems? Neither of my two devices are working for me.
