I'm not sure if this is a Mojave issue or a Mac Mini (2018) issue. I am running the most current Mojave with this week's Security Update.
All of a sudden, possibly after one of the Security Updates but prior to the most recent one, streaming video has acted very strangely.
Recorded videos, such as YouTube, Netflix streams or video recordings from my iTunes library, will race from start to end in a split second, no matter the actual length.
Live streams will seem to buffer and then speed though, buffer again, and speed through creating a jerky/speeding/halting stream.
This happens with Safari and Firefox as well as any video app like iTunes and Capto. Whether viewing an online stream or a video file on my hard drive, it's a universal problem on the Mini/Mojave
I first noticed this about two or three weeks ago and it is inconsistent, a problem one day, fine for a couple of days and then a problem again.
Last night I tried resetting the SMC and this solved the problem immediately and for most of today. Then it started happening again in the evening.
My 2012 MacBook Pro running Catalina has not exhibited this behavior.
I will post on the Mini forum but my first guess is Mojave.
