Can anyone offer advice as to the necessity of a surge protector and/or voltage regulator for the Cinema Display? At this point, I'm looking to buy a APC battery backup rig with surge protection built in. Is this the right way to go?
 
Battery backups usually give you a few minutes of backup at full load. Those prevent against brown outs and very short power outages (where you haven't saved work and the computer goes dead.)

A decent power adapter/suppressor will do the same trick if you don't need the backup. Belkin makes a handy one that I've come to love:

A few minutes of battery backup would be all that I need. My main concern is that a slight over or under voltage might cause the display to be unsteady or cause permanent damage. I'll look into that Belkin for my laptop, though.
