Not really sure how SIM/ATT work, so here is my question:

My wife has an IPhone with ATT service, etc. If I were to take a new IPhone (out of the box and unactivated) and put her ATT SIM card in it would the new IPhone work (without any hacks)?

No. Not at all, tried it.
 
it should work, i just got my iphone replaced by apple and all they did was swap the sim cards and it worked.

That's an iphone to iphone swap. Any other phone's sim card to iPhone will not work. I tried, it doesn't work.
 
Hmm thats kind of strange. I unlocked my phone few days ago, but before I started I put my old cingulair card..... After I run iIndependence I noticed that everything works perfectly on my old PAYG card /including EDGE, YouTube etc/. I don't know how its possible, but it just worked. Although iphone didn't recognized neither with my Polish nor Swedish SIM. But now works with all :)
