swapping Ctrl and Fn keys on Windows keyboard

Right now I'm running a MBP out to a larger cinema display and I purchased an HP wireless keyboard that I really like. I've been able to use System Preferences to swap the Option and Command keys, but I'm having trouble swapping the Ctrl and Fn keys. Do I need a 3rd party app for this?
 
Maybe a better question would be, is it worth it to use a PC keyboard with a Mac (which requires remapping keys) or should I stick with keyboards intended for a mac? Can you recommend a keyboard that is comparable to that of the MBP (heavier smoother metal keys, not light plasticky clacky keys)?
