I have a Black MacBook Late 2006 running Lion and a MacBook Pro 13 inch Late 2009 running Snow Leopard. Would I be able to just switch Hard Drives on the two computers and have them boot up with no additional tweaking?

Also, just to double check it's compatibility, I am able to take the RAM from the MacBook Pro and put it into the Black MacBook, and vice versa, with no performance hit?

Hard drives should work, the RAM will not as it is a different pin configuration and type.
