Sales person at apple store claims that I can swap the sim cards to make my AT&T iPad a verizon one. True or false?
 
False. According to http://www.apple.com/ipad/specs/ the 4G AT&T iPad 3 does not have CDMA/EV-DO support, nor does it support Verizon's LTE frequencies.

The opposite is true though. A 4G Verizon iPad 3 can work on AT&T's 3G network (but not AT&T LTE).

The sales person in the store I got mine from (Menlo Park, NJ) who says he has been working there for 2 years SWORE there was no sim card in the VZW iPad. When I finally convinced him there was, aside from being "shocked," said the iPad would work without it and it was only there for international use.
 
So in areas with no VZ LTE service I could put in a blank AT&T sim card and get HSPA+ (what AT&T calls 4G), if HSPA+ was available? If yes, the best of both worlds. So just go in a AT&T store and ask for a blank sim card? Is that easy?
