iPad Swipe delay - it's driving me crazy!

Okay, I don't know if it's iOS 9 or my Air 2, but nearly every time I swipe down a page in Safari, I have to swipe a second time to get the page to scroll. Is anyone else experiencing that? It's driving me up the wall!
