Why not have the swipe down spotlight search be the same as the swipe right proactive search page?

I would like to see the proactive page when I pull down on any home screen page, they both pull in the same info when you search.

being able to do the search on a pull down but not seeing proactive info page is probably confusing to average users, am I the only one who wants this?
 
What I believe is that pull down search (spotlight) is when you're just doing a quick system search. Pull down, search, exit.

Proactive is designed to be interactive. You're supposed to spend time, looking at a result, going back, examining.

Basically pull-down = quickly searching
Proactive search = spending time on that page
