Say you're in an app and you swipe up from the bottom. Which comes up? The dock or control center?

Both!

Quick short bottom edge up swipe for the dock.
Longer bottom edge up swipe for the app switcher incl. control center
 
If you do a quick/short swipe up, you get dock. If you long swipe up, you get app switcher and Control Center which is combined now.
