For 21 million dollars, they should be able to freely license it for all their devices....

They paid the money after iOS 6 was already released. My guess is Apple will keep the icon exclusive to the iPad which is probably in the terms of the agreement they have.
 
Wonder if the clock face design situation contributed to Scott Forstalls departure..?

Apparently, Apple only decided to implement it for the iPad so that's that. We gotta live with it, & it's not like its a major inconvenience too.
 
Yes, initially Apple only implemented the design on the new iOS 6 Clock app for iPad. Prior to this the iPad did not include a clock app.

The design of the Clock app on the iPhone has remained virtually unchanged since the original iPhone OS.

According to Reuters, the license agreement entitles Apple to use the design on both iPad and iPhone so we might see it implemented on the iPhone with a future software update.
