Because the redesign of the clock logo is for iPad only.

They paid the money after iOS 6 was already released. My guess is Apple will keep the icon exclusive to the iPad which is probably in the terms of the agreement they have.

If you ask Siri for the time, the clock shown has the aforementioned design.

Apparently, Apple only decided to implement it for the iPad so that's that. We gotta live with it, & it's not like its a major inconvenience too.

They did it this way originally, long before they were sued. Whatever reason Apple has, it has nothing to do with the money.

Yes, initially Apple only implemented the design on the new iOS 6 Clock app for iPad. Prior to this the iPad did not include a clock app.

The design of the Clock app on the iPhone has remained virtually unchanged since the original iPhone OS.

According to Reuters, the license agreement entitles Apple to use the design on both iPad and iPhone so we might see it implemented on the iPhone with a future software update.

Apple, sensitive about protecting its own designs, has struck a deal to use Swiss railway operator SBB's trademark station clock design on iPads and iPhones.
