My friend has an older macbook and needs to get a new version of itunes which isn't supported by OS X 10.4 to restore his iPhone 3gs. What is the best way to get him from OS X 10.4 to snow leopard or lion. Keep this on the cheap he doesnt want to buy 10.5 and 10.6 to eventually get 10.7

thank you

Just buy the Mac OS X 10.6 Snow Leopard Upgrade DVD for 29 USD, either via The Apple Online Store or another channel of your choice.

Also, he could purchase Lion on someone else's computer and burn the InstallESD.dmg image inside to a DVD or restore to a thumb drive, and then wipe and install Lion, for the truly cheapest path most likely. More work and requires backing up and then restoring data, but will save money (assuming his time isn't valuable).

Are the oldest Macbooks with early intels (I'm assuming that this is the case since they are still using 10.4) supported by Lion? I thought that the Core Duos were not supported?

(not the Core 2 Duos which are supported).

I already have Lion on a thumb drive So I would have to
backup his macbook
format the drive,
clean install lion
then restore his files

is this correct?

Yes, that's correct.

bobotech, there were Core 2 Duo's that shipped with Tiger, and will run Lion. I've seen this upgrade done a handful of times now.
