Switch off all notifications?

I want to be able to switch off all notifications for when I'm abroad using data roaming. Is this possible?

I do have data roaming switched off, but my network provider do a euro pass, but suggest to switch off all notifications when buying the pass as buying using their free 3G service.

So for example if I switch it on to buy the pass and a load of notifications are queued up they will cost me before I buy the pass.

Anyone help please
