I switched to a 6 plus and all of my fitness data since apple watch launch is lost. Help?

You've lost it. In order to retain fitness data you must encrypt your iTunes backup.

Or restore from an iCloud backup.

Assuming the original phone hasn't been wiped, why can't he do another backup, this time encrypted, and then restore that backup to the new phone?

I did a restore from backup via iTunes and also did a restore from backup for my apple watch since I had to re pair it and somehow it wanted to reset itself.

I did this exact thing and I now have my fitness data via health and watch activity as well. I re paired my watch and all seems well now! Thanks fellas!
