After the most recent updates to iOS 9, it's become clear my husband needs to use his own Apple ID rather than the one we shared before Family Sharing was an option. However, when he switched over to the new Apple ID, he lost all contacts and such. Is there any way to fix this? Or do we just have to write down all of his contacts and then re-enter them in the contacts list?

Try to login again with the previous ID. Go to settings-iCloud and one at a time turn off each option which should prompt the option to keep the data on the phone or clear it (paraphrasing). After turning all off, logout of that ID then into the other and begin the process of turning the options on again if they don't turn on with the login. It might ask to blend with the new ID which should be ok if you manually input contacts earlier.
The idea here is to retain the information on the phone until you have a chance to login to the other ID and run backup/sync with the other cloud. Assuming this works and assuming you have been doing backups to your login all along you will have a few items to do on your device. You will want to go to the iCloud settings on your device, look at backups and clear the one associated with his phone. You will no longer need it on your list since he will have one on his. Can't think of anything else at the moment other than check back with what you find if still having trouble. Some data may have to be created manually but you can try at least.
