switching carrier question

my fiancé is going to switch from her tmobile plan to att on my plan when the new iPhone releases. she wants to keep the same number and i want to pre-order when it becomes available. can this be done through apple during the pre-order process or do we need to go into att and pre-order through them so they can activate the new number and plan information?

You should probably preorder through AT&T. They'll need the Tmobile account number and pin to port the number and it will automatically cancel the Tmobile service once the phone is activated.
