switching carriers maintaining number & plan question

I'm currently on a Verizon family plan.
I want to pick up a couple of iPhones and port my wife's number and mine to a new AT&T plan.

1- can we put two iPhones on a family plan and have two data plans but share minutes?
2- what's the best way to do that? Should I purchase through apple or via AT&T. I'd prefer just being able to buy them through Apple's website.
