Switching Carriers with Iphone4s

I apologize if this has been covered, but I did not find my answer. The question is can the IPhone 4s be switched from one carrier to another? Say I purchase a Verizon model, then later want to activate it on AT and T or vice versa?
They state it is a world phone, so does that mean that a Verizon IPhone 4s will be identical to AT and T model?
