Im thinking of giving my Air2 to my daughter. Is there a way to switch the device to a different iCloud account and preserve the free apps and all the media on it?
 
Every user should have their own Apple ID (iCloud account). Sharing an account with others can lead to weird scenarios. If you want to share purchases, you can set up family sharing, even from your iPhone/iPad. That's what I would do in your situation at least. The media usually comes from iTunes and can be synced again if needed, right?

Family Sharing, as @ericwn suggested. Once that is set up, maybe you should go to Settings, General, Reset and wipe the iPad. Then your daughter can sign in with her Apple ID and she should then get all of the free apps and media because of Family Sharing.

Another idea is to just sign yourself out of iCloud in Settings, iCloud. Then she can sign in. Not too hard. And as far as I know the media is preserved. I'm not sure about the apps, though.
