Hello, thanks in advance to anyone who bothers to answer

I got an unlocked iPhone 4s, bought it first-hand about 6 months ago, I don't jailbreak and I'm always updated to the latest release.

A couple of days ago it stopped syncing any photos on Photo Stream. I first noticed that the photos hadn't synced on the Photo Stream folder on my PC and then I checked the Photo Stream folder on my iPhone and indeed they were missing from there too (but they were present on Camera Roll). I couldn't figure out how to make it work, I hadn't changed any settings at all (but I double checked just in case).

A bit earlier today, I was prompted with the following message "This iPhone hasn’t been backed up in 2 weeks. Backups happen when this iPhone is plugged in, locked, and connected to Wi-Fi.". First of all my iPhone is for a long part of the day connected to my PC (which counts as "plugged in") but once every while I plug it overnight to the wall also, and it is of course connected to my home's wi-fi.

At first I tried to force the backup myself but I was stuck forever at this:

So I decided to do a factory restoration, backed up on iTunes first, and then when I tried to restore my back up a bunch of apps were missing. I tried to restore from an older iTunes back up, same thing. (The apps are present on iTunes).

So now the situation is: iTunes backup messes up my apps, iCould backup is not happening and Photostream is not working.

At this point I'm up for any suggestions if anyone suspects what might be going on or what I could try to make things work again.

P.S. I don't know if it has anything to do with it but when I set "Date and Time" to "Set Automatically" it won't detect the Time Zone at all, it's stuck forever at searching. (This is happening ever since I bought the phone). And I've also had problems uploading photos on Instagram lately...
