I don't have iCloud turned on for Contacts since I've always used Outlook on both macOS & iphone. In Internet accounts on macOS, I have Exchange configured and only Contacts checked. Should this automatically sync with my Contacts on my MacBook or do I have to enable iCloud for Contacts?

Agreed, you don't need to get iCloud involved. (If you do, you would need to add/import your contacts into iCloud.)

Where are your contacts stored? If they are already in Exchange, then make sure both devices are set to use Exchange for your contacts.

If your contacts are only on your Mac (or some other contact storage provider), then you'll need to add or import them into Exchange. In the Contacts app, you can go to View -> Show Lists to view all your contact storage locations and see where your contacts are stored.
 
View lists below and nothing shows up under Exchange contacts so I'm assuming the sync is failing

I don't use my Exchange account for contacts but when I turn contacts syncing ON for it this is what I see (as well as the one, test contact I have up there):

It's a Microsoft Office 365 Exchange account.
