I have a MacBook Retina and a Mac Mini. Both have the same software, and my account info is the same on both machines.

Is there a way to sync my Home folder between the two machines? Or at least sync the Downloads/Photos/Documents between them?

You can use the free app MacDropAny to create a symlink between Google Drive and a local folder so the local folder stays where it is, but also appears in Google Drive.

I do this with my Documents folder and Dropbox and it works very well.

Do not do this with you entire home folder though. Just select individual folders like Documents. Also, read up on doing this with your Photos folder before you do it. iPhoto uses a database to index photos and some sync services will mess this up.

If you don't want this data in the cloud, you could use something like Chronosync to sync directly between the two machines.

Make sure you have a full backup of both machines before you start messing around with this.
