Hold down the 'option/alt' key while launching iPhoto and choose the location of you Library. Too easy.
Does this mess up any files? Will I be able to view events/albums or just a giant library that does not open on Windows?

If you're doing this to have access to them from windows, then Image capture not iPhoto is the way to go.

Just copy the iTunes Library folder in /YourHardDriveName/Users/YourUserName/Pictures/ and copy the 'iPhoto Library to the new location. Then after that copy launch iTune while holding down the 'option/alt' key and choose that copy's new location.
