I've seen this issue in many places, but no solutions that have worked for me. I haven't gone with an Apple Music subscription, but I am subscribed to iTunes Match. I've had no end of trouble keeping everything in sync between my mac, iPhone and the cloud. A key factor seems to be Mac Music.app settings > General > Sync Library

That setting keeps turning itself off between launches of the app. When that happens all my recently acquired tracks and albums "disappear" from the app, along with some but not all older ones. And they're also gone from my local music folder. I can turn it back on, and then wait a few minutes for a cloud sync to restore the content to the app. (But it doesn't restore it to the local folder). If it disappears from the mac app, it's gone from the phone app too.

My best theory so far is that it's down to a permissions issue with the local music folder:

That "Fetching" with the endless spinning cog wheel has been there for ages. (Same thing on my Pictures folder, but not Movies).

I've tried running First Aid on the music folder (after having to force unmount). The FA operation worked with no errors. But no change to the "fetching" thingy.
