Sync new Photos app with iPhone

Is it possible to do that through iTunes?
I'm still not sure about the whole ICloud photos thing.

Once activated you no longer use iTunes to sync photos.

Instead the Photos app uses iCloud so all iDevices can access all of your photos.

Means that those like myself with a large photo collection need to purchase an iCloud storage plan to suit.
No biggie, but may annoy some.
