I have a 6s, rMBP and soon to be iPad Mini 4.

I have all of my photos synced to iCloud and pay for the 50gb a month option. This allows me to store a lot, and also sync to my rMBP.

I will be buying a 16gb iPad, as I have no need for the 64gb version. Will I be able to sync only my photo stream from my phone (so it only syncs the last 30 days worth of photos?) rather than my whole photos collection?

Settings > Photos & Camera > Optimize iPad Storage

Then you get to access all your photos, and they won't take up your local space.

Oh, I forgot about that option!

So if my photos library is larger than the available space, I can ensure that optimise iPad storage is selected, and the photos will be downloaded if required by myself?

Yes. If you share, edit, or even just zoom in on a photo, it will download the full-res version.

Do you have any idea how long the image is kept locally, before being purged from the iPad? Like one week of not interacting with the image, or less?

I have no idea, but I imagine it has more to do with available space on the device rather than time.
