Syncing apps to iCloud

I'm wondering what syncing apps to iCloud with iCloud Drive actually does. I've synced a couple apps through here and if I log into my iCloud Drive via icloud.com I don't see any information about these apps there. Additionally, I've purchased an app on my iPad and when I try to use the paid content on the same app on my iPhone the app states that 'iCloud is not enabled on this device.' Despite the app being enabled to sync via iCloud Drive.

Any information on this would be most appreciated.
